In labor relations, the term "employee" includes any person in the employ of an employer. The term shall not be limited to the employees of a particular employer, unless the Labor Code so explicitly states. It shall include any individual whose work has ceased as a result of or in connection with any current labor dispute or because of any unfair labor practice if he has not obtained any other substantially equivalent and regular employment. ( Labor Code, Art. 212 [f])
When used with reference to a person in the public service, the term "employee" includes any person in the service of the government or any of its agencies, divisions, subdivisions or instrumentalities. (Executive Order No. 292, also known as the "Administrative Code of 1987," Sec. 2[15])
