Population, Poverty and the Reproductive Health Bill Print E-mail

You've most probably heard about the now dwindling discussion about a proposed law that seeks to "guarantee universal access to medically-safe, legal and quality reproductive health care services and relevant information." In short, it gives couples a choice on what birth control method to use. This, of course, is against the natural-birth control stance of the Catholic Church and we could see the faithful taking arms against the proposed law - the Reproductive Health and Population Development Act of 2008 (full text of House Bill 5043 here).

There are a number of issues concerning the proposed law, but let's focus on a particular issue closest to the subject matter of the Pinoy Entrepreneurs blog (we have previous discussions on why many Filipinos are poor, Grameen borrowers with increased income show a remarkable determination to have fewer children and whether business is the answer to poverty). The exaplanatory note of one of the substituted House Bills, House Bill No. 17, asserts: "Studies show that rapid population growth exacerbates poverty while poverty spawns rapid population growth." The following data are presented to support the assertion:

  • From 1985-2000, 57.3% of families having many children are poor but only 15.7% of families having two children are poor.
  • Large family size is associated with negative determinant of school participation and poor health and survival rates among children.
  • The prevalence of child labor rises, and school attendance falls, with the number of children in the family.
  • Lower birth rates and slower population growth over the last three decades have contributed faster economic progress in a number of developing countries.
  • Fertility declines accounted for 1/5th of the economic growth in East Asia between 1960 and 1995. (To read more, including the references, please refer to the Fact Sheet and Explanatory Note.)

Critics argue otherwise: "there’s no empirical data that shows that overpopulation causes poverty. Poverty is the result of confluence of factors, like bad governance, graft and corruption (benefits don’t go to the bulk of the populace, but to the pockets of grafters and corrupt public officials) and unmitigated migration from the provinces to urban areas."

We may have divergent views on the relationship between poverty and population, but such view may be entirely different from our stand on the proposed law. For instance, you may believe that poverty is not linked to population, yet may support the bill solely for the reason that it provides a choice to couples. You may also believe that overpopulation makes poverty worse, but won't support the bill because the multi-million budget related to it should instead be used for better economic programs. With that, let's open a poll (The poll ran from 30 Sept 2008 to 8 October 2008, and had to be cut short to give way to another poll. i don't think so...reproductive health bill is not the answer but a problem either...it strongly shows moral degradation and a hinder in some religious aspects... stand up for the truth and have a morale county...

RH Bill, just do it. This is good for inept parents, having more children means more money to feed them which will hinder their ability to save and utilize their resources in more meaningful ways. It is better than having a kid and letting him/her scavenge the garbage for food. Prolife fails to convince everyone to play safe, can you see these babies growing up to beg and suffer, think about it, don't allow them into a potentially hellish life if you really care.

to be quite honest, i thought i was for this bill, but i took it from a personal perspective. i read the full text, and i just believe that it's all for money. seriously, contraceptives will be made legal, ergo there will have to be a huge import supply from the US, china, bangkok and other countries. now i believe that this is solely for political gain, & venue for corrupt officials to go get more money from taxpayers' pockets. and we don't even have proper health care! what is this crap going around that this will 'protect' us from deadly diseases? its like saying ok go have sex, but be safe

as far as i know this bill s not mandatory, so why do we have to approve it as a law?

i think its to early for us to have the bill..not all filipinos will have an open mind about it.. the truth is we are behind times when it comes to sex and its consequences.. we are too uptight that talk about it.. and about abortion, we don't need the bill for that.. come on.. lets not be hypocrites here.. we all know that its been happening behind our backs and we don't even do anything about it..

They say that RH Bill is the answer for the continuous and rapid growth of the population here in our country. But, I believe that it is not the answer, it may help in some way but it will not cure or it will not stop the continuous growth of our population. 
Why, it is because, we all know and we must accept the fact that many Filipinos are not educated and because of this, these Filipinos are not also aware of what a RH Bill is and why they have to abide by these law.

ahhmm... for me... no to reproductive billl....... PHILIPPHINES IS PHILIPPHINES.... WE DONT NID TO COMPARE OUR COUNTRY TO CHINA.....

yes to RHB. It's about time we pay attention. I don't see how it can be equated to abortion .

There are many Filipinos who cannot even finish grade school because there are no schools and school supplies for them or they have to work instead because their parents cannot find jobs. Many Filipinos have no jobs. Many are dying without medical assistance because the public hospitals do not have medicines or failicites... Why don't we create laws that will allocate our meager resources to quality education, health care and jobs for the poor instead of killing the unborn?
