How about November 3? Would they consider to declare it as holiday because it's a Monday after Nov. 1?

Folks, to reiterate what is written below: Reports have quoted Sec. Eduardo Ermita saying that October 31, eve of all Saint's Day, won't be declared as a holiday. He mentioned, however, that private employers may opt to have a half-day work on October so employees could prepare for travel to the provinces.

oct 31 is not a public holiday. but the government is giving the employers the prerogative to allow their workers and employees to go on half day.
