Businessmen, entrepreneurs and any person already know that collecting unpaid accounts or obligations, simply called debts, is not really easy at times even if there are co-guarantors. Maybe the debtor in a valid contract simply doesn't want to pay. Maybe the debtor is in a terrible financial condition, specially at this time where there are talks of recession or economic depression. Worse, the cost in pursuing small amounts in court usually hinder the collection effort. Maybe that would change with a new twist in procedure.

Reading business or management books, especially from Peter Drucker, seems to be easier than reading biographies. Despite that, and despite some not-so-positive reviews, I wasn't able to stop reading the new 960-page biography of Warren Buffett. Written by by Alice Schroeder, the book  (Bantam Books, 2008) tells the extraordinary story of someone who considers himself as "simple."

What is PERA?

PERA stands for  “Personal Equity and Retirement Account,” which refers to the voluntary retirement account established by and for the exclusive use and benefit of the Contributor for the purpose of being invested solely in PERA investment products in the Philippines. The Contributor shall retain the ownership, whether legal or beneficial, of funds placed therein, including all earnings of such funds. He makes all investment decisions pertaining to his PERA, with an option to appoint an Investment Manager.

You've most probably heard about the now dwindling discussion about a proposed law that seeks, among others, to "guarantee universal access to medically-safe, legal and quality reproductive health care services and relevant information." In short, it gives couples with a choice on what birth control method to use. This, of course, is against the natural-birth control stance of the Catholic Church and we could see the faithful taking arms against the proposed law -- the Reproductive Health and Population Development Act of 2008 (full text of House Bill 5043 here).

A bank run is a financial crisis, a panic which occurs when a large number of customers of a bank fear it is insolvent and withdraw their deposits. You may still remember the bank run suffered by Urban Bank some years back. It's also a rude awakening that even big banks suffer a financial crisis which adversely affects its depositors. Incidentally, and by way of update, even giant US financial institutions like Fannie Mae and Freddie Mac had to be bailed out; Lehman Brothers is having serious problems and AIG is fighting to survive. Poll: Are you in favor of a proposed law granting loans to overseas workers?

There's an existing proposal to establish a credit assistance program for overseas workers. This is separate from any existing program that the Philippine Overseas Employment  Administration (POEA) or the Overseas Workers and Welfare Administration (OWWA) may have. The proposal is covered by House Bill No. 161 (see full text). The proposed law shall be known as the “Overseas Workers Credit Assistance Act of 2008,” providing credit facilities to overseas workers even before departure.

Money can bring you Happiness?

Among the better movies of Will Smith, in my opinion, is "In the Pursuit of Happyness." As you may know by now, "happyness" is intentionally mispelled (although I still don't know the reason why; perhaps someone would care to explain). Anyway, the movie is based on the true story of Chris Gardner, who, after failing bigtime in his business/investment, eventually made it big -- but only after much perserverance (stated in another way, after much suffering).
